Intercity Bus Security Grant Program: SUMMARY: The Intercity Bus Security Grant Program will improve security for operators and passengers by providing financial assistance to eligible applicants for intercity bus security enhancements and training. ELIGIBILITY: Eligible applicants include: (1) Private operators of over-the-road buses, including operators of regular route, charter, tour, and other services and terminal owners; (2) Public operators of over-the-road buses; (3) Bus associations; and (4) Other associations related to the intercity bus industry--i.e., transportation industry organizations that have been involved directly with training and technical assistance with an emphasis on security for the intercity bus industry. PROGRAM PRIORITIES: The Intercity Bus Security Grant Program priorities are as follows: (1) Protecting or isolating the driver, (2) Monitoring, tracking, and communication technologies for over-the-road buses, (3) Implementing and operating passenger and baggage screening programs at terminals and over-the-road buses, (4) Developing an effective security assessment/security plan that identifies critical security needs and vulnerabilities, and (5) Training drivers, dispatchers, ticket agents, and other personnel in recognizing and responding to criminal attacks and terrorist threats, evacuation procedures, passenger screening procedures, and baggage inspection. The order of listing does not indicate the level of priority. Proposals that address other than these five program priorities will be considered but preference will be given to proposals that address program priorities. Applications may be submitted by private and public operators of over-the-road buses, bus associations and other associations related to the intercity bus industry. The Transportation Security Administration is coordinating with the Federal Motor Carrier Safety Administration and Federal Transit Administration in this effort. Authority for this program is contained in the fiscal year 2002 Supplemental Appropriations Act for Further Recovery From and Response to Terrorist Attacks on the United States, Pub. L. 107-206, 116 Stat. 820. COST SHARING: TSA encourages grant recipients to consider cost sharing of the project costs. ADDRESSES: For applications sent by the U.S. Postal Service (USPS), the applicant should mail its application to: Mary Heying or Tony Corio, Attn.: Intercity Bus Security Grants, Transportation Security Administration Headquarters, Office of Maritime and Land Security, West Tower, 9th Floor North, TSA-8, 400 Seventh Street, SW, Washington, DC 20590. An application received by the Office of Maritime & Land Security after the closing date will not be considered unless it was sent by at least first-class mail no later than 5 calendar days before the closing date or was sent by first-class mail and it was determined by TSA that late receipt was due solely to mishandling after receipt at TSA. Proof of mailing consists of a legibly dated USPS postmark; a legible mail receipt with the date of mailing stamped by the USPS; or a dated shipping label, invoice, or receipt from a commercial carrier. A private metered postmark will not be considered as proof of mailing. (NOTE: The USPS does not always provide a dated postmark. Before relying on this method, the applicant should check with its local post office.) For applications delivered by hand or by a next-day express delivery service, the application should be delivered to: Transportation Security Administration Headquarters, Office of Maritime and Land Security, West Tower, 9th Floor North, 701 South 12th Street, Arlington, VA 22202, Attn: Mary Heying, Workstation #926BN, 571-227-1252 or Tony Corio, Workstation #924DN, 571-227-1233. Hand delivered applications will be accepted between 8:30 am and 4:00 pm (EST) daily, except Saturdays, Sundays, and Federal holidays. An application that is hand delivered will not be accepted by the Office of Maritime & Land Security after 4:00 pm (EST) on the closing date. SUPPLEMENTARY INFORMATION: Total anticipated funding available for Intercity Bus Security Grant Program is $14,850,000. Awards under this program are subject to availability of funds.
