OVERVIEW

Cooperative Agreement Number P15AC30140 was entered into by and between the Department of the Interior, National Park Service (NPS), and The National Council for Preservation Education (NCPE) for the purpose of providing training opportunities to qualified undergraduate and graduate students in academic programs in historic preservation and related disciplines, allowing them to learn about and contribute to historic preservation at the Federal level by assisting with short-term projects designed to preserve and manage historic and cultural resources. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement.

Objective: To create additional training opportunities for qualified students. Interns will assist Federal government professionals involved in historic preservation and allied fields such as archeology, history, museum management and landscape architecture, in directed assignments focusing on Federal efforts in cultural resources management and protection. Duties may include archeological, architectural or landscape surveys; historical research and resource documentation; technical writing and publication development; artifact and records cataloging, conservation and management; database and Web page creation and maintenance; and hands-on condition assessment and repair of historic structures.


STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN

Six positions with the Interior Museum Program, Bureau of Land Management. These training opportunities will allow the interns to learn about and participate in a national historic preservation program by working directly with Federal cultural resource professionals on the projects:

1. BLM Nevada State Office, Las Vegas Museum of Natural History: Assists with backlog cataloging of archeological collections and project documentation, focusing on cataloging and proper storage of BLM museum collections. Duties include collections inventory; cataloging; storage of artifacts; data entry into the museum's collections management cataloguing system; and organization of associated documentation. Other duties include assisting staff with the curation of the collection for exhibit, researcher access to the BLM collections; participating in the Las Vegas Natural History Museum's Integrated Pest Management Program; and other duties as assigned (1,000 hours).

2. BLM - Paleontology, University of Washington Burke Museum: Assists with curation of vertebrate fossils in the Museum's collection. Duties include both the hands-on work of sorting, identifying, imaging, and cataloging specimens, and the archival work to update the museum's online digital catalogue. Other duties may be assigned as well (400 hours).

3. BLM - Paleontology, New Jersey State Museum: Works on a wide variety of Museum activities, including opportunities to be involved in Museum education programs. Duties include processing and documenting newly-acquired fossils for addition to the Museum's extensive collections, involving cleaning, sorting and curating specimens into the larger collections, and other duties as assigned (800 hours)

4. BLM - Utah, Monticello and Moab Field Offices, Edge of the Cedars State Park and Museum: Assists the Field Office's cultural resource staff with tasks supporting the management of collections currently in their care and at the Edge of the Cedars Museum (EOC Museum). Duties include cataloging BLM-administered archeological objects into the Museum's Re:discovery ICMS catalog program, enabling greater accessibility to all BLM-administered archeological collections for collections management purposes, research needs, and public exhibition and education; and assessing basic curatorial standards for these collections (temperature, humidity and integrated pest management) and security at the museum. Other duties may include assisting the Field Offices in researching and preparing NAGPRA documentation and correspondence for the repatriation of human remains that are located at the EOC Museum; processing collections; facilitating access to the remains as required for consultations and/or repatriation to Native American communities; entering information into the Department of the Interior's integrated collections management system (ICMS); and other duties as assigned (480 hours)

5. BLM - Colorado, Grand Junction Field Office, Museum of Western Colorado: Duties include working with the Curator of Collections and Archives at the Museum of Western Colorado to consolidate collections in the Bureau of Land Management depository, identify objects held by the depository, conduct an inventory, perform cross-reference cataloging in the database, photograph key items for digitization, and develop "finding aids" in the depository to help public and government research. All these responsibilities must be accomplished in accordance with Department of Interior regulations and specifications while complying with the Native American Graves Protection and Repatriation Act. Other duties may be assigned as well (480 hours)

6. BLM Utah State Office: Assists the BLM Utah State Office (UTSO) cultural resources staff with the management of collections currently in their care. Duties include maintaining the collections facility according to curatorial standards for preventative conservation (temperature, humidity and integrated pest management) and security; processing collections in preparation for their curation in a permanent facility; facilitating access to the collections as required for consultations and/or repatriation to Native American communities; and entering information into the Department of the Interior's integrated collections management system (ICMS). Depending on intern interest, other duties may involve working with a committee to assess the research and educational potential of the collections to assist in identifying materials best suited to different curation strategies; and/or working with staff to initiate public education initiatives to reduce looting of archeological sites on public lands. Other duties may be assigned as well (480 hours).

RECIPIENT INVOLVEMENT

NCPE agrees to:

1. Use the existing format to recruit and select additional trainees, or, in limited circumstances, extend existing training projects, for the program currently being offered. Every effort will be made to match the candidates' qualifications with NPS needs.

2. Make financial and technical arrangements for the additional trainees to work in Washington, DC and other locations as necessary.


NATIONAL PARK SERVICE INVOLVEMENT

NPS agrees to:

1. Assist with selection of prospective interns, as identified by NCPE, based on qualifications.

2. Provide a project mentor, materials, specialized tools and training, and related supplies for completion of the internship project.

3. Work with interns in conduct of the internship, assigning tasks, based upon each trainee's interest, knowledge and skills, providing guidance and direction as needed for completion of duties, and reviewing work products to ensure they meet the goals of the internship.

SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR
SINGLE SOURCE POLICY REQUIREMENTS
Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(1) Unsolicited Proposal The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;
(2) Continuation The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;
(3) Legislative intent The language in the applicable authorizing legislation or legislative history clearly indicates Congress intent to restrict the award to a particular recipient of purpose;
(4) Unique Qualifications The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;
(5) Emergencies Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
