- The primary purpose of the Interoperable Communications and Training (ICAT) Project is to create and pilot training tailored to the first responder and emergency management community in the primary areas of public safety project management, emergency communications & interoperability, and broadband. The Project will help the public safety community address the growing technical challenges they face while providing insight into the elements necessary to better manage critical emergency communications & interoperability projects. This knowledge will help provide public safety a better foundation for briefing key decision makers on the key issues facing emergency communications technologies and the implementation of complex projects.
