1) The applicant must be either A) a U.S. citizen, either native-born or naturalized or B) a small business. A small business is one that at the time ofaward:(1) is organized for profit, with a place of business located in the UnitedStates, which operates primarily within the United States or which makes asignificant contribution to the United States economy through payment oftaxesor use of American products, materials or labor;(2) is in the legal form of an individual proprietorship, partnership,limitedliability company, corporation, joint venture, association, trust orcooperative, except that where the form is a joint venture, there can be nomore than 49 percent participation by foreign business entities in thejointventure;(3) is at least 51 percent owned and controlled by one or more individualswhoare citizens of the United States, except in the case of a joint venture,whereeach entity to the venture must be 51 percent owned and controlled by oneormore individuals who are citizens of the United States; and(4) has, including its affiliates, not more than 500 employees and meetstheother regulatory requirements found in 13 CFR Part 121. Business concerns,other than investment companies licensed, or state development companiesqualifying under the Small Business Investment Act of 1958, 15 U.S.C. 661,etseq., are affiliates of one another when either directly or indirectly, (a)oneconcern controls or has the power to control the other; or (b) athird-party/parties controls or has the power to control both. Grant Description
The Department of Energy's (DOE) Office of EnergyEfficiency and RenewableEnergy (EERE) Golden Field Office (GO) is soliciting applications for theInventions and Innovation (I and I) Program. Through financial assistanceawards(Grants), DOE intends to provide financial support to fund the developmentofenergy saving technologies under the provisions of Section 14 of theFederalNon-Nuclear Energy Research and Development Act of 1974, Public Law 93-577.Projects that reduce energy consumption and have future commercial marketsmaybe eligible for financial and technical support through this competitivefunding opportunity process.The I and I Program is seeking applications for energy-saving technologiesin theconceptual (Category 1), and developmental (Category 2) stages ofdevelopmentas defined in Attachment 1 Stages of Development. Funds from this Programare restricted to U.S. demonstration sites. If an applicant is a priorCategory 1 award recipient applying for a Category 2 grant for the sametechnology, all research and development activities must be completed withsuccessful test results. A final report for the Category 1 project must beaccepted by DOE before the Category 2 application is submitted.The I and I Program will require pre-applications. Pre-applications willbeevaluated against the published criteria and program policy factors, andonlythose who submit pre-applications deemed worthwhile and innovative will beeligible to submit full applications in response to this fundingopportunity.Those who submit pre-applications that are not selected will not beeligible tosubmit a full-application under this funding opportunity.This mandatory pre-application requirement is the result of a programassessment. The mandatory pre-application requirement will better serveapplicants and reduce DOE's evaluation costs, thus making more fundsavailableto support additional selected projects. The pre-application screeningprocess will better utilize DOE resources, as the volume and content of thefull applications will be fewer and better targeted to DOE?s requirementsandneeds.All awards under this announcement will have requirements for reporting toDOE. Progress and financial status reports will be required on a quarterlybasis. Peer and/or technical review meetings will also be heldapproximatelyonce per quarter. Also, a detailed final report will be required at theconclusion of the project.Please note that Category 2 proposals need to include go/no go decisionpointswith the first decision point occurring within the 12-15 months after theproject starts. This will become the end of the project?s first budgetperiod. The second budget period should also be structured around majormilestones and will run for the remainder of the project. The project mustdemonstrate to DOE that it has met the identified objectives tied to thego/no-go decision point before it can proceed the next budget period. DOEwilluse these go/no go decision points to determine if the project will becontinued to the next budget period based on technical progress and alsofunding availability. DOE may appoint a peer review or technical reviewpanelto assist in evaluating the technical progress of each project and makerecommendations to DOE regarding the project.Prior to submitting a pre-application, potential applicants are stronglyencouraged to do a self-assessment using the optional Pre-ApplicationSelf-Assessment tool located on the I and I website athttp://www.eere.energy.gov/inventions/financial_propqa.html.
