9 June 2011 REQUEST FOR STATEMENTS OF INTEREST NUMBER W9126G-11-2-SOI-0041 PROJECT TO BE INITIATED IN 2011 Project Title: Investigations to Address Clay Mineralogy of DFW Alluvial and Residual Soils Responses to this Request for Statements of Interest will be used to identify potential investigators for a project to be funded by US Corps of Engineers, Fort Worth District which provides professional and technical support for its Civil Works Program. Approximately $90,000 is expected to be available to support this project (contingent upon availability of funds). Background: The main objective of the proposed work is to address and analyze changes in the chemical mineralogy of the DFW area high plasticity alluvials and the Eagle Ford clay shale. The evaluation will also address the effects of blenderizing, in accordance with EM 1110-2-1906, on the variations of clay mineralogy. If the results show incomplete determination or some effects to clay mineralogy, these findings should be quantified and included. The evaluation is designed to include an array of staged chemical, X-Ray diffraction and microscopic studies aimed specifically at detecting any potential changes in clay mineralogy. Both quantitative and qualitative assessments should be performed in the analyses. The effort is project specific to produce reliable technical results for application in on-going engineering projects of the Fort Worth District, U.S. Army Corps of Engineers (USACE), but is expected to require high-precision analytical techniques and significant technical expertise for their interpretation. While this effort is not research, success is dependent upon precision and rigor typically represented by research grade laboratories and personnel. Brief Description of Anticipated Work: A total of ten (10) soils of different plasticity and liquid limit properties will be studied. The recipient will be responsible for conducting all analyses (including required sample preparation) in compliance with applicable standards (U.S. Army Corps of Engineers, American Society of Testing and Materials Standards, or other appropriate protocols.) Specific analyses to be performed on the samples include: a. Chemical analyses 1. Total Potassium Content (before and after blenderization) 2. Cation Exchange Capacity (before and after blenderization) 3. Specific Surface Area (two tests per protocol) (before and after blenderization) b. Scanning Electron Microscopy (before and after blenderization) (to determine presence of specific mineral species based on crystalline morphology, mode of occurrence, estimates of relative abundance, etc.) Appropriate photographic documentation will be obtained as well. c. X-ray Diffraction Analyses (before and after blenderization) to determine mineral species and relative quantities. Period of Performance. Note: A full study proposal and proposed budget are NOT requested at this time. Review of Statements Received: A review of the Statements of Interest (SOI) received will be conducted by a team as determined by the requiring agency. Statements will be evaluated based on the investigators specific experience and capabilities in areas related to the study requirements. After the review, an investigator or investigators will be invited to prepare a full study proposal. Criteria used for final selection will be issued with the request for the full proposal (RFP).
