Iraqi Young Leaders Exchange Program and Youth Leadership Program with Belarus: The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for two distinct Youth Leadership Programs, one with Iraq and another with Belarus. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to support English-speaking secondary school students from Iraq or Belarus in three-to four-week U.S.-based exchanges in summer 2013 that explore the primary themes of civic rights and responsibilities, leadership development, respect for diversity, and community engagement. Participants will be joined by competitively selected American secondary students in all of the U.S.-based activities. The program will conclude with follow-on activities in the participants‟ home communities in which they apply the knowledge and skills acquired during the exchange experience. Applicants of each program must have their own overseas partner organization, branch office, or other affiliates/consultants that can directly manage the recruitment and selection of participants as well as alumni follow-on activities. For the Iraq project, the partner must be in Iraq. For the Belarus project, the partner may be located in another Eastern European country.
