Lebanon Corrections Program: INL seeks proposals that will improve prison conditions and citizens access to justice in Lebanon by performing an in-depth assessment of current conditions and providing legal expertise to reduce the current backlog of pre-trial detainees. With this request for applications, INL seeks unique, technically sound approaches to address criminal justice and procedure issues. The applicant should be able to demonstrate a firm understanding of the Lebanese legal framework, legal challenges, and programming opportunities in Lebanon. The main objectives of this grant are to: -Increase understanding of the criminal case flow processing and sentencing framework in Lebanon and gain statistical knowledge of the composition of the Lebanese prison population and case flow processes from arrest through disposition. -Determine the underlying causes of the high rate of pre-trial detainees in Lebanese prisons. -Establish a mechanism for the timely evaluation and processing of criminal cases to reduce the backlog of those in pre-trial and arbitrary detention. -Enhance access to justice for vulnerable populations through legal aid pilot project.
