- The Office of Petroleum program mission is to enhance U.S. energy security by ensuring that the Nation has a reliable supply of petroleum. The Office of Petroleum, part of the National Energy Technology Laboratorys Strategic Center for Natural Gas Oil, seeks to accomplish this critical goal by advancing environmentally responsible technological solutions boosting domestic petroleum resource recovery. The Office of Petroleum promotes technology transfer at domestic and international levels to ensure diversity of energy supply. The objective of the LINGO solicitation is to develop designs for onshore oil and gas exploration and production projects that integrate technologies and practices in ways that minimize adverse environmental impacts from oil and gas recovery over the life of the projects. DOE is seeking proposals for projects that will analyze the key factors and tradeoffs involved in minimizing adverse life cycle impacts while achieving economic production of oil and gas and will then produce plans for integrating state of the art technologies with innovative practices to achieve these environmental and economic results. Key products sought by DOE are the above analysis followed by plans, templates, and/or handbooks that can serve as guides for constructing and operating oil and gas E P operations that achieve these environmental goals. Also sought are tools for designing and implementing such plans, including software that analyzes the key factors and tradeoffs involved, and associated data bases of technologies and practices and their costs, operating parameters, environmental impacts, and other relevant factors.
