Lowell Emerging Leaders, Lowell Trolley Expansion, and Media Arts Outreach Programs: This is just an announcement that the Lowell Plan, Inc. has entered into a cooperative agreement with NPS for their work with the Lowell Emerging Leaders, Lowell Trolley Expansion, and Media Arts Outreach Programs. Specifically, the Lowell Plan agrees: 1. In support of the Public Matters Program, the Plan will: a) Coordinate the administration and execution of the Public Matters program in calendar year 2014. Promote and support the Public Matters program among business, civic, and nonprofit leaders in Lowell. b) Manage and facilitate the evaluation of the 2014 program and planning for 2015. c) Facilitate payments of goods and services for Public Matters through serving as the fiscal agent. 2. In support of the Trolley Expansion Project, the Plan will: a) Continue ongoing dialogue with the “Trolley Expansion Task Force” comprised of community and business leaders to provide project leadership and advocacy. b) Facilitate workshops/meetings to elicit community input in project design and development. c) Provide project management and technical assistance support services for design and construction of the Trolley Expansion Project and Phase 1 Infrastructure Improvements to be constructed on Park and City right-of-way This includes review of draft construction documents, and review of environmental compliance documents. d) Complete Trolley Improvement Scope of Work outlined in Attachment B for: a. Preparation of Chapter 91 License Plans b. Design of Dutton Street Modification and Resurfacing c. Traffic Study and Turning Analysis e) Seek additional funding support for the ongoing development and implementation of the project from public and private sources. 3. In support of the Media Arts Outreach Campaign, the Plan will: a) Produce digital and printed materials to support media program that effectively communicates the Park story and message to diverse audiences. b) Play leadership role in working with the Park to acquire understanding of diverse audiences in the community to define most effective content and outreach methods. Facilitate payments of goods and services for the Media Outreach Program through serving as the fiscal agent.
