Additional Information on Eligibility: ELIGIBILITY: All types of applicants are eligible to apply, except other Federal agencies, Federally Funded Research and Development Centers (FFRDCs), and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engage in lobbying activities. FFRDC applicants are not eligible for an award. A list of the FFRDC's is available at http://www.nsf.gov/sbe/srs/ffrdc/start.htm . However, an application that includes performance of a portion of the work by a FFRDC will be evaluated and may be considered for award (See Master Announcement DE-PS26-04NT15480-00, Section III, for additional information).
Grant Description: DE-PS26-04NT15480-01: AREA OF INTEREST 1-- FIELD DEMONSTRATION. Projects in Area 1 promote the National Energy Policy and Oil Program goal of enhanced oil and gas recovery with advanced technology. Area 1 will accept applications with a minimum 50% cost share for field demonstration of existing microhole technology. The demonstrations will consist of drilling well(s) using coiled tubing (MHT) drilling technology. The purpose of Area 1 is to demonstrate to the E P community contemporary MHT capabilities, generate interest and promote industry acceptance. Area 1 has an overall intent to demonstrate microhole coiled tubing rigs which have minimal environmental impact. Drilling program applications will be accepted which meet the following criteria: it is recommended the drilling program consist of at least three wells--applications consisting of any number of wells will be accepted; the wells may be new or an extension of existing wells; the drilling rig must be a hybrid rotary/coiled tubing rig less than 3 years old, able to rotary drill surface hole and coiled tubing drill production hole; A zero discharge drilling mud system must be used--no earthen pits are allowed; the last section of hole drilled will be no larger than 4 ? in. diameter--this section will be coiled tubing drilled; a minimum of 1,000 ft. of new hole must be drilled--the new hole may be vertical or deviated; technology transfer of the drilling results to peer groups is a requirement; DOE will pay a maximum 50% of the actual costs incurred; acceptable costs include all equipment and services required to drill and complete a new or deepen an existing well. [See the complete announcement for full details.] The DOE apos;s estimate of the projected number of awards to be made, as well as an estimate of the maximum DOE funding and cost share is as follows: Area 1--estimated total project value is $2,000,000.00--50% cost share is required--ESTIMATED MAXIMUM DOE FUNDING per project is $1,000,000.00 --projected number of awards, 1. The project performance period is anticipated to be no more than one (1) year. COST SHARING is mandatory. For Area 1, the recipient is required to cost share a minimum of 50% of the total project costs, i.e., if the total project cost is $2,000,000.00, the minimum cost share to be borne by the recipient would be $1,000,000.00.
