Grant Description
This announcement is for US Fish and Wildlife Service (USFWS) Region 2 FY 2010 project support for the conservation of bird species, with special emphasis placed on bird species listed as USFWS conservation and management priorities (USFWS Birds of Conservation Concern 2008; USFWS Birds of Management Concern). As justification for Single Source Determination, in accordance with Department of Interior Guidance (505 DM 2.14), USFWS Region 2 provides notice of its intent to make a single source amendment in the amount of $25,600 to an agreement the USFWS has with the Conserve Wildlife Foundation (Foundation). This amendment extends for an additional year investigation into the distribution, migration patterns, and genetic affiliations (subspecies) of the Red Knot (Calidris canutus) on the Texas coast during migration and winter as well as determining wintering and breeding regions for Texas coast Knots using stable isotope analysis, color-marking, and geolocators. This project has been a cooperative effort among the researchers at the Foundation, the Manomet Center for Conservation Sciences, the USFWS Region 2 Divisions of Migratory Birds and Ecological Services, the Texas Parks and Wildlife Department, the Texas Chapter of the National Audubon Society, and multiple local individuals. The Foundation, its staff, and cooperators are uniquely qualified to conduct this activity in that they are the entity, along with the Manomet Center for Conservation Sciences (a cooperator) that initiated and has taken the lead in the hemisphere-wide effort to determine causes of Red Knot declines. The Foundation has conducted this work specifically on Red Knots in the ranges of the subspecies that likely occur on the Texas coast (Delaware Bay; Florida; Brazil), has developed the technical expertise in the field and laboratory to achieve the objectives efficiently, and has published extensively on the population status of the Red Knot and the genetic relationships of different breeding and wintering populations. This work builds upon the effort started in 2008, and will address gaps in knowledge of Red Knot population dynamics. This announcement is published as a Sole Source in accordance with FAR 6.302-1.
