- USAID/OFDA?s mandate is to save lives and alleviate human suffering, and reduce the economic impact of natural and human-made disaster worldwide. USAID/DCHA/OFDA is inviting applications to implement a program for Water/Sanitation and Basic Livelihoods Assistance to assist the most vulnerable IDPs displaced by the outbreak of fighting in 2003, especially those returning to their homes and communities, to help them rebuild their lives. The program must target the most vulnerable IDPs and returnees in central Mindanao, and the impact must be immediate. Activities under this program include, but are not limited to, the following: ? Emergency repair/rehabilitation of existing water points, and/or construction of new water points, rainwater catchments and storage systems in the areas of return; ? Emergency rehabilitation and/or construction of sanitation facilities; ? Distribution of non-food commodities such as water containers, hygiene kits, mosquito nets; ? In relation to water/sanitation activities, provision of basic health and hygiene education, and promotion of environmental sanitation; ? Training for families and communities in the maintenance of the water and sanitation facilities; and ? Provision of basic seeds, tools, agricultural inputs, fishing nets/gear, and other resources to restart livelihood activities in conflict-affected areas, focusing on the promotion of self-sufficiency and the minimization of dependence on external assistance. Proposals should include mechanisms that build on local capacity, support local market systems, and provide assistance to a maximum number of beneficiaries. Such activities could further existing programs and/or begin new efforts. Applications should contain program activities for up to two (2) years.
