Malaria Communities Program FY08 Request for Applications (MCP RFA): This FY08 RFA, the second under the MCP, solicits competitive applications from eligible organizations seeking to partner with the United States Government under the MCP. The anticipated size of the awards will be appropriate to the qualifications of the applicant, the scope of interventions and the availability of funds. Successful applicants will be offered post-award capacity-building assistance through an existing USAID mechanism which will focus on areas such as successful program implementation, needs analysis and organizational strengthening. Applicants may submit budget requests for a maximum of $1.5 million per total award to be used over a three-to-four year award period which would be incrementally funded with $300,000 - $500,000 on average per year. Pending the availability of funds, it is anticipated that approximately eight cooperative agreement awards will be made under this RFA. Also, pending the availability of funds, it is anticipated that in FY09 a third RFA under the MCP will be issued. Eligible applicant organizations may only submit one application in response to this RFA and the application should focus on one country (multi-country proposals will not be accepted under this RFA). The maximum number of MCP awards per country under this RFA is two.

Additional Information on Eligibility
U.S.-based and international non-governmental organizations/private voluntary organizations and in-country (see below Section III.B, Eligible Countries of the RFA) non-governmental organizations are eligible to submit applications. Further, to be eligible for grant funding under this RFA, a legally constituted organization must not have been awarded in excess of $5 million in total, direct U.S Government funding over the five years prior to submission of an application under this RFA. Under this RFA, direct U.S. Government funding does not include 1) U.S. Government emergency and disaster assistance, whether domestic or international, or 2) U.S. Government domestic or international funding received by virtue of a subcontract or sub-grant. The $5 million eligibility limitation applies not only to the principal applicant but to any organization with which the principal applicant may choose to enter into a subcontract or grant. This FY08 RFA is limited to applications from the 15 PMI focus countries: Angola, Benin, Ethiopia (Oromiya Region only), Ghana, Kenya, Liberia, Madagascar, Malawi, Mali, Mozambique, Rwanda , Senegal, Tanzania, Uganda, and Zambia.
