Malaria Communities Program FY09 RFA: The purpose of this FY09 Request for Applications (RFA) is to support new partner organizations, both U.S.-based non-governmental organizations/private voluntary organizations and in-country non-governmental organizations (see eligible countries in Section III, B. Eligible Countries), and their local partners in the President's Malaria Initiative (PMI) focus countries, to carry out sustainable malaria prevention and control activities. This program, which offers opportunities specifically aimed at new partners, was announced by First Lady Laura Bush on December 14, 2006. The first RFA under this program was released March 28, 2007 resulting in five awards in September 2007. The second RFA under this program was released November 20, 2007 resulting in eight awards in September 2008. New partners under the MCP are expected to work under the leadership of the USAID Mission with the support of the PMI team (comprised of USAID and Centers for Disease Control and Prevention (CDC) staff) and in collaboration with the National Malaria Control Programs (NMCP) and malaria control partners in PMI focus countries. Their efforts are expected to contribute to the development of local and indigenous capacity to address malaria and to promote sustainability of host nations' efforts. - U.S.-based and international non-governmental organizations/private voluntary organizations and in-country (see below Section III.B, Eligible Countries) non-governmental organizations are eligible to submit applications. Further, to be eligible for grant funding under this RFA, a legally constituted organization must not have been awarded in excess of $5 million in total, direct U.S Government funding over the five years prior to submission of an application under this RFA. Under this RFA, direct U.S. Government funding does not include 1) U.S. Government emergency and disaster assistance, whether domestic or international, or 2) U.S. Government domestic or international funding received by virtue of a subcontract or sub-grant. The $5 million eligibility limitation applies not only to the principal applicant but to any organization with which the principal applicant may choose to enter into a subcontract or grant.
