Mechanism for Time-Sensitive Research Opportunities (R01): Purpose. This Funding Opportunity Announcement (FOA) issued by the National Institute of Mental Health (NIMH) and the National Institute on Alcohol Abuse and Alcoholism (NIAAA), National Institutes of Health (NIH), is intended to support public mental health and/or substance abuse services research in rapidly evolving areas (e.g., changes in service systems, health care financing, policy, etc) where opportunities for empirical study are, by their very natures, only available through expedited award of support. There are three distinguishing features of an eligible study: 1) the study's scientific value and feasibility are clear, 2) rapid review and funding are required in order for the scientific question to be answered and for the research design to be carried out, and 3) the knowledge gained from the study cannot be obtained through the regular NIH cycle of review and award. It should be clear that the research question offers an uncommon and scientifically significant services research opportunity that could only become available if the project is initiated with minimum delay. Mechanism of Support. This FOA will utilize the NIH Research Project Grant (R01) award mechanism and runs in parallel with FOAs of identical scientific scope, PAR-06-249 and PAR-06-250, that solicit applications under the Small Research Grant (R03) and the Clinical Exploratory/Developmental Grant (R34) award mechanisms, respectively. Funds Available and Anticipated Number of Awards. Because the nature and scope of the proposed research will vary from application to application, it is anticipated that the size and duration of each award will also vary. The total amount awarded and the number of awards will depend upon the mechanism numbers, quality, duration, and costs of the applications received.
