Mexico Merida Initiative Diagnostic Study for the Drug Court in Guadalupe, Nuevo Leon: INL is seeking applications from qualified organizations to conduct a diagnostic study of the drug court program in Guadalupe, Nuevo Leon, a municipality located in the Monterrey metropolitan area, and to provide an evaluation framework and recommendations for the expansion of drug courts in Mexico. The drug court in Nuevo Leon is the only one of its kind in Mexico, and it is considered an important part of Mexico's drug demand reduction efforts. Funding for any award(s) will come from the U.S. Embassy in Mexico City's Drug Demand Reduction (DDR) program, which is part of the Merida Initiative. The goal of the DDR program is to assist the Government of Mexico in strengthening its ability to diagnose and treat drug addiction, as part of a larger effort to fight organized crime. Financing projects related to the development of drug courts in Mexico forms part of the DDR program's goals. Drug courts, which combine treatment with incentives, sanctions, random drug testing, and aftercare, are a proven tool for improving public health and public safety. They provide an innovative mechanism for promoting collaboration among the judiciary, prosecutors, community corrections agencies, drug treatment providers, and other community support groups. These special courts have been operating in the United States for more than 20 years, and their effectiveness is well-documented. The drug court model is a cost‐effective way to increase the percentage of addicted offenders who achieve sustained recovery, thereby improving public safety and reducing costs associated with re‐arrest and additional incarceration. Nonetheless, please note that this RFA is not limited to organizations based in the United States. Applications will be accepted from organizations located in any nation, as well as from "international organizations" as defined by 22 U.S.C. § 288, that meet the minimum eligibility criteria. Organizations may also form a consortium and submit a joint proposal, but one organization must be designated as the lead applicant.

Additional Information on Eligibility
All of the following eligibility requirements must be met. 1) The applicant must be: (a) a registered U.S. non-profit organization meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3); (b) an organization, located in any another nation outside the United States whose federal, state, or local judiciaries include drug court programs for criminal offences, that is registered as a non-profit organization or educational institution under the laws of the nation in which it is located; (c) an "international organization" as defined by 22 U.S.C. § 288; or (d) a U.S. university or research institution meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3). 2) The applicant must have demonstrated experience implementing similar drug court evaluation/diagnostic programs as those described in this RFA. 3) The applicant may not request more than US$200,000 in INL funds for its proposal. 4) The applicant must submit its proposal via http://www.grants.gov no later than 11:59 p.m., Eastern Standard Time, on November 26, 2012. 5) Each applicant may not submit more than one (1) proposal. If an applicant is part of a consortium of applicants submitting a single proposal, it is considered to have "submitted" that proposal even if it is not the lead applicant.
