Mexico Merida Initiative Litigation Workshop, Mexico City: INL is seeking applications from qualified organizations to provide one forty-hour litigation workshop as part of the Universidad Nacional Autonoma de Mexico (UNAM) "Diplomado en Sistema Penal Acusatorio y Derechos Humanos" (Diplomado). The litigation workshop will be offered to students enrolled in the Diplomado over the course of two-weeks. The recipient organization will be responsible for providing one forty-hour litigation workshop in Mexico City, over the course of two weeks to approximately 110 students, many of which are federal and local judges and magistrates. Funding for any award(s) will come from the U.S. Embassy in Mexico City's Rule of Law (ROL) program, as part of the Merida Initiative. The two over-arching goals of the ROL program are (1) to support Mexico's transition and implementation of an oral, adversarial and accusatory criminal justice system and (2) to address important institutional weaknesses, particularly those which exacerbate the problem of impunity. Please note that this RFA is not limited to organizations based in the United States. Applications will be accepted from organizations located in any nation, as well as from "international organizations" as defined by 22 U.S.C. § 288, that meet the minimum eligibility criteria. Organizations may also form a consortium and submit a joint proposal, but one organization must be designated as the lead applicant.

Additional Information on Eligibility: 1) The applicant must be: a. a registered U.S. non-profit organization meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3); b. an organization, located in any another nation outside the United States whose federal, state, or local judiciaries is registered as a non-profit organization or educational institution under the laws of the nation in which it is located; c. an "international organization" as defined by 22 U.S.C. § 288; or d. a U.S. university or research institution meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3). 2) The applicant must have demonstrated experience administering successful litigation or oral advocacy workshops to Mexican audiences as described in this RFA. 3) The applicant may not request more than US$150,000 in INL funds for its proposal. 4) The applicant must submit its proposal via http://www.grants.gov no later than 11:59 p.m., Eastern Standard Time, on January 31, 2013. 5) Each applicant may not submit more than one (1) proposal. If an applicant is part of a consortium of applicants submitting a single proposal, it is considered to have "submitted" that proposal even if it is not the lead applicant.
