ELIGIBILITY: All types of applicants are eligible to apply, except other Federal agencies, Federally Funded Research and Development Centers (FFRDCs), and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engage in lobbying activities. FFRDC applicants are not eligible for an award. A list of the FFRDC's is available at http://www.nsf.gov/sbe/srs/ffrdc/start.htm . However, an application that includes performance of a portion of the work by a FFRDC will be evaluated and may be considered for award (See Master Announcement DE-PS26-04NT15480-00, Section III, for additional information).
Grant Description
APPLICANTS ARE CAUTIONED THAT THEY MUST READ THE MASTER FUNDING OPPORTUNITY ANNOUNCEMENT (DE-PS26-04NT15480-00) FOR COMPLETE DETAILS OF THE REQUIREMENTS FOR SUBMITTING AN APPLICATION. OBJECTIVE: The objective of the master funding opportunity announcement (DE-PS26-04NT15480-00) is to solicit applications for cost-shared development and demonstration projects using microhole technologies in the United States. Multiple program areas of interest are identified in the funding opportunity description. Applicants are cautioned that this funding opportunity announcement is a master announcement and that each program area of interest has its own program-specific number for submission of applications. APPLICATIONS CANNOT BE SUBMITTED UNDER THE MASTER ANNOUNCEMENT DE-PS26-04NT15480-00. APPLICANTS MUST SUBMIT THEIR APPLICATION UNDER THE PROGRAM AREA OF INTEREST (described below) WHICH BEST FITS THE MAJORITY OF THE EFFORT TO BE PERFORMED. Do not submit an identical application under more than one area of interest. AREAS OF INTEREST: DE-PS26-04NT15480-01: AREA OF INTEREST 1 ? FIELD DEMONSTRATION. Projects in Area 1 promote the National Energy Policy and Oil Program goal of enhanced oil and gas recovery with advanced technology. Area 1 will accept applications with a minimum 50% cost share for field demonstration of existing microhole technology. The demonstrations will consist of drilling well(s) using coiled tubing (MHT) drilling technology. The purpose of Area 1 is to demonstrate to the E P community contemporary MHT capabilities, generate interest and promote industry acceptance. Area 1 has an overall intent to demonstrate microhole coiled tubing rigs which have minimal environmental impact. Drilling program applications will be accepted which meet the following criteria: it is recommended the drilling program consist of at least three wells--applications consisting of any number of wells will be accepted; the wells may be new or an extension of existing wells; the drilling rig must be a hybrid rotary/coiled tubing rig less than 3 years old, able to rotary drill surface hole and coiled tubing drill production hole; A zero discharge drilling mud system must be used--no earthen pits are allowed; the last section of hole drilled will be no larger than 4 ?? diameter--this section will be coiled tubing drilled; a minimum of 1,000? of new hole must be drilled--the new hole may be vertical or deviated; technology transfer of the drilling results to peer groups is a requirement; DOE will pay a maximum 50% of the actual costs incurred; acceptable costs include all equipment and services required to drill and complete a new or deepen an existing well. [See the complete announcement for full details.] The DOE?s estimate of the projected number of awards to be made, as well as an estimate of the maximum DOE funding and cost share is as follows: Area 1--estimated total project value is $2,000,000.00--50% cost share is required?estimated maximum DOE funding per project is $1,000,000.00 --projected number of awards, 1. The project performance period is anticipated to be no more than one (1) year. AREA OF INTEREST 2 ? TECHNOLOGY DEVELOPMENT (DE-PS26-04NT15480-2A, -2B, or -2C) Projects in Area 2 promote the National Energy Policy and Oil Program goal of enhanced oil and gas recovery with advanced technology. In Area 2 new tools will be developed and manufactured that will enable oilfield companies to bridge the gap from existing commercial technology to the Microhole Technology goal. Area 2 will accept applications with a minimum 20% cost share for development and manufacture of equipment required to fulfill the Microhole Technology goal. This equipment will be an evolutionary advance over existing technology. Proposed equipment will complement the MHT goal of drilling and completing reservoirs a minimum of 2,000 feet TVD and 1,000 feet directional displacement in a 3 ?? borehole. DOE Project Managers will have regular meetings of Area 2 awardees to facilitate complementary microhole technologies. Applications must target only one (1) of the following three (3) topics; moreover, the number of awards, as well as the amount of DOE funding is different amongst these topics (Reference Article 2.3 of DE-PS26094NT15480-00 for details). DE-PS26-04NT15480-2A: AREA 2A -- ADVANCED MONOBORE CONCEPT. The advanced monobore concept targets designs applicable to microhole borehole sizes. These designs may be able to achieve similar goals in larger hole sizes but is not a requirement. These concepts include ?non-yielded tubulars?. Monobore concepts should have improved characteristics regarding conventional expandable tubular systems and the potential to seal the borehole wall and provide zonal isolation without cement. The DOE?s estimate of the projected number of awards to be made, as well as an estimate of the maximum DOE funding and cost share is as follows: Area 2A --estimated total project value is $1,250,000 ?20% cost share is required?estimated maximum DOE funding per project is $1,000,000.00?projected number of awards, 1. The project performance period is anticipated to be no more than three (3) years. DE-PS26-04NT15480-2B: AREA 2B - MICROHOLE COILED TUBING BOTTOM HOLE ASSEMBLIES. Measurement While Drilling, Logging While Drilling, Directional Assembly and High Penetration rate drilling systems suitable for drilling 3 ?? boreholes are sought. Applications may be for all or any portion of these Bottom Hole Assemblies. The DOE?s estimate of the projected number of awards to be made, as well as an estimate of the maximum DOE funding and cost share is as follows: Area 2B ?estimated total project value is $950,000.00?20% cost share is required ?estimated maximum DOE funding per project is $760,000.00?projected number of awards, 3-4. The project performance period is anticipated to be no more than three (3) years. DE-PS26-04NT15480-2C: AREA 2C -- MICROHOLE COMPLETUON AND PRODUCTION EQUIPMENT. Equipment will include any conceptual device to complete or produce from a microhole coiled tubing drilled well. Examples of devices include, but are not limited to, cementing tools, fishing tools, stimulation tools, production packers, perforation devices, sand control equipment, sleeves and production pumps. The DOE?s estimate of the projected number of awards to be made, as well as an estimate of the maximum DOE funding and cost share is as follows: Area 2C ?estimated total project value is $375,000.00?20% cost share is required ?estimated maximum DOE funding per project is $300,000.00?projected number of awards, 4-6. The project performance period is anticipated to be no more than three (3) years. COST SHARING is mandatory. For Area 1, the recipient is required to cost share a minimum of 50% of the total project costs, i.e., if the total project cost is $2,000,000.00, the minimum cost share to be borne by the recipient would be $1,000,000.00. For area 2, the recipient is required to cost share a minimum of 20% of the total estimated project costs, i.e., if the total project cost is $500,000.00, the minimum cost share to be borne by the recipient would be $100,000.00.
