- Proposals are solicited for the U.S. Fish and Wildlife Services (USFWSs) Upper Midwest (Region 3) Migratory Bird Conservation Program. In 2008, this program will provide small grants for the conservation of nongame migratory birds, which are defined as species that are not hunted or Federally listed as Endangered or Threatened. The geographic area from which proposals are solicited includes Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio, Wisconsin, and other areas that birds breeding in these states use during migration and as wintering grounds. In 2008, the program will focus on the following: 1. Focal species conservation: Proposals are sought that address high-priority research and monitoring activities for: King and Yellow Rails; Common and Black Terns; Golden-winged and Cerulean Warblers; Henslows Sparrow; and Marbled Godwit. If you are interested in submitting proposals on any of these species, please contact Steve Lewis, USFWS Division of Migratory Birds (612-713-5473; steve_j_lewis@fws.gov), to discuss potential projects; he will direct you to conservation plans and other resources that identify these species greatest needs, and you can then decide if you want to develop an appropriate proposal. 2. Development and implementation of all-bird conservation plans: Proposals are sought that address the priorities identified in Bird Conservation Region or state-level all-bird planning efforts within USFWS Region 3 that integrate landbird, shorebird, waterbird, and waterfowl conservation strategies. 3. Geographic Information Systems, bird habitat modeling, and similar tools for strategic habitat conservation: We are interested in the development, application, and evaluation of decision support tools for regional bird conservation and management, including the identification of bird habitat focus areas. 4. Bird population monitoring: Proposals are sought for population survey and monitoring efforts to determine the status, trends, habitat relationships, and distributions of bird species and groups of concern. Priority will be placed on landscape-level applications of standardized inventory and monitoring protocols (e.g., Breeding Bird Atlases, national marshbird call playback surveys). Projects that support Regional or state-level Coordinated Bird Monitoring efforts will also be considered.
