Migratory Bird Joint Venture: THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE-SOURCE. The U.S. Fish and Wildlife Service (Service) intends to award a cooperative agreement to Ducks Unlimited, Inc. to provide leadership and coordination to facilitate the integration of the major elements of North American waterfowl management (population and harvest management, habitat conservation, and goals related to people) for the purpose of advancing recommendations identified in 2018 Update to the North American Waterfowl Management Plan. The North American Waterfowl Management Plan (NAWMP) Committee recognized the need to have continuing support and leadership to guide the ongoing integration effort by the waterfowl management community to achieve goals, objectives, and priority actions of 2018 NAWMP Update. This work builds on significant integration accomplishments of the NAMWP Interim Integration Committee that was in place to implement aspects of the 2012 NAWMP Revision and Action Plan. Specific work will involve engagement with the waterfowl management community to advance integration, through communication and involvement, as priority work items are addressed by existing and ad hoc committees and working groups (e.g., Human Dimensions Work Group, Harvest Management Work Group, NAWMP Science Support Team, Flyway Councils, Joint Ventures, etc.). This project addresses Secretarial Priority #1: Creating a conservation stewardship legacy second only to Teddy Roosevelt as it promotes natural resource conservation through sustainable use integrating the best science for the conservation and management of North American waterfowl populations. . Work with Federal, State, and Provincial agencies and other non-government conservation partners in the U.S., Canada, and Mexico through this project as it implements NAWMP addresses Secretarial Priority #3: Restoring trust with our local communities by improving relationships and expanding lines of communication with international partners who look to consider local communities in developing conservation solutions Funding for this project is provided under the authority of the Fish and Wildlife Act of 1956, as amended, 16 U.S.C. 742a-754; Fish and Wildlife Coordination Act of 1958, 16 U.S.C. 661-667(e); Fish and Wildlife Conservation Act, 16 U.S.C. 2901-2911; the Migratory Bird Treaty Act, 16 U.S.C. 709a, and the Department of State, Foreign Operations and Related Programs Appropriations Act, 2017.
