Migratory Bird Joint Ventures - Gulf Coast Joint Venture Biological Team Leader Fiscal Year 2010: A multi-year cooperative agreement with Ducks Unlimited, Inc. has been executed to facilitate effective and efficient bird habitat conservation efforts in the Gulf Coast Joint Venture area to meet the objectives of the Gulf Coast Joint Venture and the North American Waterfowl Management Plan. Ducks Unlimited Inc. will provide staffing support to participate in developing and refining the biological foundation of the Gulf Coast Joint Venture. The Gulf Coast Joint Venture Management Board has endorsed the establishment of a Gulf Coast Joint Venture Biological Team Leader position. Based on the desires of the Management Board, the Biological Team Leader is responsible for strengthening the biological underpinnings of the bird habitat conservation strategies and activities of the Gulf Coast Joint Venture partnership.

NOTICE OF INTENT TO MAKE A SINGLE-SOURCE AWARD. In accordance with Department of Interior Guidance (505 DM 2), U.S. Fish and Wildlife Service Region 2 hereby provides notice of its intent to make a single-source award in the amount of $80,000 to Ducks Unlimited, Inc. under a cooperative agreement to facilitate effective and efficient bird habitat conservation efforts in the Gulf Coast Joint Venture area to meet the objectives of the Gulf Coast Joint Venture and the North American Waterfowl Management Plan. Ducks Unlimited Inc. will provide staffing support to participate in developing and refining the biological foundation of the Gulf Coast Joint Venture. The single-source award to Ducks Unlimited, Inc. provides continuation of the effort to review and improve the Gulf Coast Joint Venture's biological foundation, including waterfowl population objectives, wetland habitat conservation objectives, and habitat conservation strategies. A cooperative agreement has been selected as the award instrument because the U.S. Fish and Wildlife Service will participate and collaborate with Ducks Unlimited, Inc. and other participants in activities intended to strengthen and refine the biological foundation of Gulf Coast Joint Venture plans. The Gulf Coast Joint Venture Coordinator, an employee of the U.S. Fish and Wildlife Service, is responsible for supporting and facilitating activities of the Gulf Coast Joint Venture partnership, and provides day-to-day oversight of the Ducks Unlimited Inc. staffing support in furtherance of the agreement. Competition would have a significant adverse effect on the continuity of activities to reduce uncertainty of the effects of Gulf Coast Joint Venture plans on waterfowl populations and thereby improve management effectiveness and efficiency. The single-source determination is in accordance with criterion #2 (Continuation) under Department of Interior guidance (505 DM 2 at 2.14 B).
