Migratory Bird Joint Ventures - Playa Lakes Joint Venture Fiscal Year 2009: In accordance with Department of the Interior guidance (505 DM 2.14) the U.S. Fish and Wildlife Service (USFWS) hereby provides notice of intent to make a single-source award for this project under criteria 2 -Continuation in the amount of $613,000 (estimated total program funding) to "Playa Lakes Joint Venture" via the existing cooperative agreement with the recipient. The objective of the cooperative agreement with "Playa Lakes Joint Venture" (a federally recognized non-profit corporation; Michael F. Carter, registered agent of named corporation) is to support core staff and base program activities of the Playa Lakes Joint Venture (Playa Lakes JV), the self-directed partnership that works to implement the North American Waterfowl Management Plan and other national/international bird conservation plans and initiatives in the Playa Lakes JV region. The cooperative agreement with "Playa Lakes Joint Venture" has been entered into to facilitate effective and efficient coordination of migratory bird conservation efforts in the playa lakes region to meet the objectives of the Playa Lakes JV. First established in 1989, the Playa Lakes JV is directed by a Management Board that ensures that commitment and support is maintained to achieve the partnership's goals and objectives. The Playa Lakes JV Management Board recommended establishment of the cooperative agreement with the Playa Lakes JV Coordinator (i.e., the registered agent of "Playa Lakes Joint Venture"). The single-source award to "Playa Lakes Joint Venture" provides continuation of the activities necessary to assure active conservation of important migratory bird habitats in the Playa Lakes JV region. The Playa Lakes JV Management Board provides guidance to the Playa Lakes JV Coordinator on direction and management of the partnership throughout the term of the cooperative agreement. "Playa Lakes Joint Venture" has performed to the satisfaction of the Playa Lakes JV Management Board and the U.S. Fish and Wildlife Service (a member of the Management Board). Competition would have a significant adverse effect on the continuity of the effectiveness of operations of the Playa Lakes JV, especially activities under various elements that are essential to the management and conservation of birds and their habitats (e.g., Biological Planning; Conservation Delivery; Research; and Communication and Outreach).
