Migratory Bird Joint Ventures - Playa Lakes Joint Venture Fiscal Year 2010: A multi-year cooperative agreement with "Playa Lakes Joint Venture" will be entered into to facilitate effective and efficient coordination of migratory bird conservation efforts in the Playa Lakes Joint Venture region to meet the objectives of the partnership. First established in 1989, the Playa Lakes Joint Venture is directed by a Management Board that ensures that commitment and support is maintained to achieve the goals and objectives of the partnership. The Management Board has recommended establishing the cooperative agreement with "Playa Lakes Joint Venture" (Michael F. Carter, the registered agent of "Playa Lakes Joint Venture"). The single-source award to "Playa Lakes Joint Venture" provides continuation of the activities determined necessary by the Management Board to assure active conservation of important migratory bird habitats in the Playa Lakes Joint Venture region. The Management Board will provide guidance to the Playa Lakes Joint Venture Coordinator on direction and management of the joint venture throughout the term of the cooperative agreement. "Playa Lakes Joint Venture" has performed to the satisfaction of the Management Board on a previous, similar multi-year cooperative agreement for this project. Competition would have a significant adverse effect on the continuity of the effectiveness of operations of the migratory bird habitat conservation partnership, especially activities under various elements that are essential to the management and conservation of birds and their habitats (e.g., Biological Planning; Conservation Delivery; Research; and Communication and Outreach)

Additional Information on Eligibility
The purpose of this posting is to provide notice of intent to make a single-source award (i.e., obligate FY2010 funding) to "Playa Lakes Joint Venture" via a multi-year cooperative agreement for providing the personnel and associated base operations necessary to coordinate, support and facilitate the activities of the Playa Lakes Joint Venture partnership. A cooperative agreement has been chosen because the U.S. Fish and Wildlife Service is a member of the Playa Lakes Joint Venture Management Board which participates in the direction and management of this project, including the approval of any modifications (i.e., substantial Federal involvement). The single-source determination is in accordance with criterion #2 (Continuation) under Department of Interior guidance (505 DM 2 at 2.14 B). The objective of the cooperative agreement with "Playa Lakes Joint Venture", a federally recognized non-profit corporation, is to support core staff and base program activities of the Playa Lakes Joint Venture, a self-directed migratory bird habitat conservation partnership. The funding obligation in FY2010 is expected to total approximately $700,000.
