Migratory Bird Project Support: Monitoring, Assessment, Conservation: This announcement is for U.S. Fish and Wildlife Service (USFWS), Region 2, FY 2009 Migratory Bird Project Support for the conservation of bird species. Special emphasis is placed on bird species listed in USFWS conservation and management priorities (e.g., regional USFWS Birds of Conservation Concern 2008, Focal Species list, Birds of Management Concern). Implementing national, regional, flyway, Bird Conservation Region, and state-level bird conservation plans (e.g., Partners in Flight North American Landbird Conservation Plan ( http://www.partnersinflight.org ), U.S. Shorebird Conservation Plan ( http://shorebirdplan.fws.gov ), North American Waterbird Conservation Plan ( http://www.waterbirdconservation.org ), North American Waterfowl Management Plan ( http://birdhabitat.fws.gov/NAWMP/nawmphp.htm ), and State Wildlife Action Plans) are among the USFWS's highest priorities. This project is a continuation of a cooperative effort among faculty of Stephen F. Austin State University, USFWS R2 Refuge Division, and USFWS R2 Division of Migratory Birds. The goal of the investigation is to determine the environmental sources and availability of lead on National Wildlife Refuges of the upper coast of Texas, evaluate the impact of lead exposure (relatively high based on recent investigations) on populations of mottled ducks (USFWS Focal Species), and develop recommendations to remediate the availability and impacts of lead on mottled ducks and other waterbirds on the Refuges. USFWS Region 2 hereby provides notice of its intent to make a single-source award in the amount of $50,000 via an existing cooperative agreement with Stephen F. Austin State University (University) to develop and conduct a research project assessing the availability and uptake of environmental lead by mottled ducks and other waterbirds on National Wildlife Refuges of the upper Gulf Coast of Texas. The single-source award to the University provides continuation of the activities necessary to assure active conservation of important migratory bird habitats and fulfills the obligation of the U.S. Fish and Wildlife Service to fully fund the project.
