Minority Youth Environmental Training Institute: The USFWS is not seeking applications. The USFWS plans to award this cooperative agreement under the Department Manual 505-2, using 2.14B(1) to justify a single source award to the National Hispanic Environmental Council(NHEC) - 2.14B(1) Unsolicited Proposal the proposal award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award but which is deemed advantageous to the program objectives. The NHEC will assist in developing a national pipeline which reaches a diverse and talented pool of youth both in high school and college throughout the United States and Puerto Rico skilled in natural resources and environmental sciences by providing scholarships for students to attend the Minority Youth Environmental Training Institute. This has a core framework for cooperation to promote environmental education initiatives in natural resources management and conservation to the Hispanic and other diverse groups; to promote outreach efforts to diverse communities and organizations regarding the mission of the Service and to actively engage participation in the Services work; and to encourage students and professionals to consider careers in the Service. This proposal is in alignment with the Secretary of the Interiors vision to inspire the next generation of conservation professionals.
