THE PURPOSE OF THIS ANNOUNCEMENT IS TO PROVIDE ADVANCE NOTIFICATION TO INTERESTED PARTIES OF USAID/INDIA'S INTENTION TO ISSUE AN RFA FOR A UNIVERSTIY LINKAGES - AGRICULTURE ACTIVITY. THIS ADVANCE NOTIFICATION PROVIDES PROSPECTIVE APPLICANTS WITH LEAD TIME TO IDENTIFY KEY PERSONNEL AND TECHNICAL SPECIALISTS TO INCLUDE IN THEIR APPLICATIONS. USAID/India has a long history of working with U.S. land grant universities to build the capacity of Indian educational institutions and research institutes for developing India's agricultural and rural economy. Beginning in 1959 with technical assistance to establish India's first agricultural university, USAID/India was instrumental in the establishment of numerous agricultural universities in different states of India. More recently in 2008, as part of USAID/India's Partnerships for Innovation and Knowledge in Agriculture (PIKA) program, two U.S. land grant universities are partnering with Indian State Agricultural Universities, private sector companies and non-government organization to introduce new models of market-led agricultural development. USAID/India is keen to continue supporting the Indian agricultural higher education system by developing new partnerships in the future for sharing experience and learning to introduce technological innovations and latest scientific knowledge in order to raise agricultural productivity and for building a more efficient market-led agricultural system in India. USAID/India intends to initiate a new program to build the capacity of selected Indian agricultural universities. The proposed program, intended to be led by a university or consortium of universities, will pursue a public-private partnership model to leverage resources from foundations, NGOs and civil-society networks devoted to rural training and education, and knowledge-rich private agricultural companies (both U.S. and Indian) and establish linkages with an Indian agricultural university to focus on capacity building in agricultural education. Banaras Agricultural University (BHU) and its Institute of Agricultural Sciences, Varanasi, Uttar Pradesh has been selected as the Indian university to initiate this program. With its different institutes, interdisciplinary centers and departments, it is intended that the proposed program will facilitate BHU in becoming a "Center of Excellence" for new multidisciplinary approaches to improving agricultural education. It is anticipated that the proposed program would facilitate the exchange of knowledge, innovation and technologies. This partnership would emphasize improving curricula and student-centered learning to ensure agricultural graduates have the knowledge and skills to meet the demands of a market-led agriculture sector and be better able to respond to globalization and the impacts of climate change. Close linkages would also be established between education institutions and agricultural markets and businesses. The program must also recognize the unique challenges facing women farmers and adapt and expand opportunities for education and training of women.The estimated level of funding for this results oriented assistance is estimated to be between $2.5 and $7 million over 4 years.
