Monitoring secretive marsh birds, focusing on two Species at Risk including Black Rail and Seaside Sparrow on 21 coastal National Wildlife Refuges: THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE. The U.S. Fish and Wildlife Service (Service) intends to award a cooperative agreement to East Carolina State University to conduct/provide refuge distribution and, as data permit, habitat associations and abundance estimates for Black Rail and Seaside Sparrow and other secretive marsh bird species. The Black Rail portion of this project will complement a recently initiated Black Rail inventory projects conducted by state wildlife agencies from North Carolina to Florida and supported by Endangered Species Act Section 6 money.
