- Established literary and university publishers that are nonprofit, tax-exempt 501(c)(3), U.S. organizations; units of state or local government; or federally recognized tribal communities or tribes may apply. To be eligible, the applicant organization must: Meet the Arts Endowment's "Legal Requirements" at the time of application. Have at least a three-year history of publishing prior to the application deadline. Have submitted acceptable Final Report packages by the due date(s) for all Arts Endowment award(s) previously received.

- The National Endowment for the Arts (NEA) is committed to funding innovativeapproaches that expand cross-cultural literary exchange. The International LiteraryExchanges: Contemporary Literary Anthologies initiative develops partnerships betweenthe National Endowment for the Arts and foreign governments or their designees. TheArts Endowment makes a commitment to fund the publication of an anthology of thework of writers of the foreign country, and the partner country commits to publishing acorresponding anthology of the work of United States writers. Each country pays thefees of its own editors and acquires the publication rights of its own writers. The NEAhas undertaken literary exchange publication projects with Mexico, Northern Ireland,Pakistan, and Russia. This Program Solicitation is in support of a contemporary poetryexchange publication project with the People's Republic of China.
