- Foreign institutions are eligible to apply. Faith-based or community-based organizations can apply. Applications may be submitted by institutions or organizations that are located in foreign (non-U.S.) resource-constrained countries ((i.e. low-income economies, lower-middle-income economies, and upper-middle-income economies by World Bank definition: http://www.worldbank.org/data/countrydata/countrydata.html.) U.S. Institutions (located in the U.S. or in a foreign country) are not eligible to apply. Located in an eligible foreign resource-constrained country Any individual with the skills, knowledge, and resources necessary to carry out the proposed research is invited to work with his/her institution to develop an application for support. Individuals from underrepresented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply for NIH support. Foreign investigators who currently serve as Principal Investigators on R01/P01 or U01/U19 grants funded by NIH are not eligible to apply.
