NIJ FY07 Evaluation of Programs and Technologies to Prevent Rape in Correctional Facilities: The National Institute of Justice (NIJ) is the research, development, and evaluation agency of the U.S. Department of Justice and a component of the Office of Justice Programs (OJP). NIJ provides objective, independent, evidence-based knowledge and tools to enhance the administration of justice and public safety. NIJ solicits proposals to inform its search for the knowledge and tools to guide policy and practice. In September 2003, Congress unanimously passed and the President signed into law the Prison Rape Elimination Act (PREA) of 2003 (Public Law 108-7). PREA calls for Federal, State, and local corrections systems to have a zero-tolerance policy regarding prison rape (as defined by PREA) in prisons, jails, police lock-ups, and other confinement facilities. Since the passage of this law, State and local correctional facilities have been implementing programs and technologies aimed at preventing prison rape. This solicitation seeks proposals to evaluate these programs or technologies.
