NOAA s Restoration Center Great Lakes Restoration in the Manistique River Area of Concern: NOAA delivers funding and technical expertise to restore Great Lakes coastal areas. Through this solicitation, NOAA seeks to openly compete funding available for Great Lakes restoration work in the Manistique River Area of Concern (AOC) that will remove the two remaining Beneficial Use Impairments (BUIs) and remove the AOC designation. Funding will be provided by the Great Lakes Restoration Initiative (GLRI) from the President's FY2013 Budget and as anticipated in the President's FY2014 Budget. Competition will ensure that the most qualified applicant will be selected to conduct the restoration work necessary to restore and delist the Manistique River AOC. The proposal(s) selected for funding through this solicitation will be funded through multi-year cooperative agreement awards that will allow additional releases of funds to selected proposals to fund activities in the Manistique River AOC through FY15 without further competition. Award(s) are dependent upon the amount of funds made available to NOAA for this purpose by the U.S. Environmental Protection Agency and the GLRI. Funds will be administered by the Great Lakes Region of NOAA's Restoration Center (RC).NOAA anticipates approximately $20 million may be available over the next three years to maintain selected awards, dependent upon the level of funding made available by the GLRI. NOAA will not accept proposals with a budget of less than $10 million or more than $20 million.
