Faith-based and community organizations are eligible to apply. Through this program announcement, AoA plans to fund one (1) cooperative agreement to support and maintain the National Center on Elder Abuse. Public and/or nonprofit agencies and organizations, including faith-based organizations and community-based organizations, as well as universities and other entities are eligible to apply under this program announcement. Entities that have already submitted an application under funding under Funding Opportunity Number HHS-2007-AoA-AB-0704 for Options I, II, or IV may also submit an application for this Option III. Each Option will be reviewed independently of the others, and applying to more than one Option will have no bearing on the review and evaluation of an entity's application(s). Decisions on previously announced Options I, II, and IV under Funding Opportunity Number HHS-2007-AoA-AB-0704 will be made prior to the decision for Option III. No awardee will receive a grant for more than one (1) Option. Provision of funding for sub-grantees or subcontracts is permissible with approval from AoA if the primary applicant identifies a gap in expertise that is required to be filled from outside the organization in order to complete specific, secondary tasks. Any entity, including those who apply as a primary applicant under this announcement, may also be included as a sub-grantee or subcontractor in support of another organization's application. The sub-grantees or subcontracts under consideration for specific, secondary tasks must be identified in the grant application. An applicant's or sub-grantee's organizational expertise and the division of funding must be proportional to the priority and proportion of grantee activity outlined in this program announcement.
Grant Description
As the effective and visible advocate for older Americans and their concerns, the Administration on Aging (AoA) is committed to protecting seniors from elder mistreatment. AoA's elder rights programs protect seniors from known abuses to which older adults are often susceptible and assure the basic rights and benefits of vulnerable older people. Elder rights program activities conserve and extend personal resources, help avoid threats to financial security, and empower older Americans to make informed choices that enhance their ability to remain in the community. AoA is announcing plans to award one (1) cooperative agreement, ranging from $150,000 - $175,000, for Option III: National Center on Elder Abuse (NCEA) Co-Manager (Cooperative Agreement). AoA previously announced this Option to collaborate in the NCEA under Funding Opportunity Number HHS-2007-AoA-AB-0704, but did not receive competitive proposals. Public and/or nonprofit agencies and organizations, including faith-based organizations and community-based organizations, as well as universities and other entities, are eligible to apply under this program announcement. Entities that have already submitted an application under funding Options I, II, or IV may also submit an application for this Option III. Each Option will be reviewed independently of the others, and applying to more than one Option will have no bearing on the review and evaluation of an entity's application(s). Decisions on previously announced Options I, II, and IV will be made prior to the decision for Option III. No awardee will receive a grant for more than one (1) Option. To be considered for funding, applications will be reviewed and scored on how well the primary applicant demonstrates expert knowledge concerning elder abuse, neglect, and exploitation; demonstrates a history of expertise in the operation and organization of programs to detect, identify, assess, intervene in, investigate, or respond to elder mistreatment; and exhibits the requisite organizational capacity to carry out activities outlined in this program announcement on a national level. The primary applicant must possess direct, in-house expertise to carry out the activities designated as primary. That is, the primary applicant may not rely on sub-grantees or contractors to fulfill those activities designated as primary. However, provision of funding for sub-grantees or subcontracts to carry out secondary activities is permissible with approval from AoA, if the primary applicant identifies a gap in expertise that is required to be filled from outside the organization in order to complete specific tasks. Grantees are required to match at least 25% of the total program costs from non-federal cash or in-kind resources.
