National Forum for State and Territorial Chief Executives: The purpose of the cooperative agreement is to convene high ranking decision makers representing the many Federal, state, provider, and private sector interests around an issue of importance to HRSA and to state and territory governors and their senior health policy advisors. Such a forum facilitates communication on current and emerging strategies addressing common priorities, public policy and governance issues affecting states, and enables HRSA to better leverage limited resources by improving planning and program design to complement other public and private sector initiatives serving the needs of the same populations. Through this project, the National Forum for State and Territorial Chief Executives (hereinafter referred to as the National Forum) will continue to provide assistance to HRSA and HRSA grantees (such as states and local governments, health centers, maternal and child health programs, state rural health offices, programs for emergency preparedness, health workforce, oral health, behavioral health and use of current technologies) to evaluate the effectiveness of its programs and initiatives to address the needs of the underserved and targeted populations. The National Forum will be used to assist governors and their key policy staff to develop and implement innovative solutions to governance and policy challenges in their states and territories, best practices relating to health, workforce development, social services and other emerging issues. This project will provide an agency level cooperative agreement with the National Forum to address cross cutting publicly funded health program integration and health access issues identified by the governors and their representatives, including addressing the needs of uninsured, underinsured and special needs populations, oral health, border health and health information technology as well as HRSAs overall strategic goals. It can also be used to address the departmental objectives of the Department of Health and Human Services, in conjunction with activities that are mutually agreed to by HRSA and the National Forum. HRSA strives to create an initiative where success is measureable and significant, the results are reproducible, and the efforts are sustainable, and the approach cost effective.

- The National Forum must be a nonprofit, bi-partisan or nonpartisan national organization that represents the governors and their staff of the 50 U.S. States, the commonwealths of the Northern Mariana Islands and Puerto Rico, the U.S. flag territories of American Samoa, Guam, and the Virgin Islands. Applicants must have significant, documented experience with issues affecting the delivery of health care in these jurisdictions. Such experience includes publications, policy briefs on key State health issues, conducting health policy forums or meetings for State decisionmakers, experts from government, private sector and academia. Applications that fail to show such experience will not be accepted for objective review and will be returned to the applicant.
