Additional Information on Eligibility
Per 42 CFR § 51a.3(a), any public or private entity, including an Indian tribe or tribal organization (as those terms are defined at 25 U.S.C. 450b) is eligible to apply.  Faith-based and community-based organizations are eligible to apply. You may NOT apply concurrently to become the lead organization for funding as both the National Hemophilia Program Coordinating Center (NHPCC) (HRSA-17-087) and the Regional Hemophilia Network (RHN) (HRSA-17-074).  If you apply for both funding opportunities, you will be considered non-responsive and both applications will be disqualified.  RHN applicants are allowed to be included as partners of any applicants for the NHPCC (HRSA-17-087).   Foreign entities are not eligible for HRSA awards, unless the authorizing legislation specifically authorizes awards to foreign entities or the award is for research.  This exception does not extend to research training awards or construction of research facilities.
