National Marine Fisheries Service Sea Turtle Workshop: THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO "FULL ANNOUNCEMENT" ASSOCIATED WITH THIS NOTICE. This Notice is NOT a request for competitive proposals. The U.S. Fish and Wildlife Service (FWS) intends to award a cooperative agreement. Concur, Inc. is to convene a facilitated workshop to develop an in-water sampling plan for Northwest Atlantic loggerhead sea turtles. Development and implementation of an index in-water sampling program for loggerhead turtles in the Northwest Atlantic is critical to understanding population trends across multiple life history stages, measuring life history states, measuring recovery progress, and assessing recovery actions. A determination by the Service not to compete this proposed assistance is in accordance with Departmental Policy 505DM 2, paragraph 2.14(B)(2) and is solely within the discretion of the Service.
