OVERVIEW, RECIPIENT AND NPS SUBSTANTIAL INVOLVEMENT
Dry Stone Conservancy, Inc. is dedicated to preserving dry stone buildings, techniques, history, and craft. Dry-laid (constructed without mortar) stone masonry is the most ancient, durable, widespread and environmentally responsible building method devised by man. In recent years, however, a severe shortage of preservation technology and construction skills has put the survival of important structures and this heritage at risk. The mission of Dry Stone Conservancy is to revive and promote the ancient craft of dry-laid stone masonry and to preserve historic dry stone structures, through the rigorous application of traditional apprentice to journeymen hands-on skills development; and by increasing the interests and familiarity with this historic construction technique by offering classroom and hands-on training to broader communities.

SINGLE-SOURCE JUSTIFICATION

SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(4)Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

The National Park Service awarded this task to the University of Wyoming based on the following exception. Dry Stone Conservancy Inc. has a standing Cooperative Agreement with the National Park Service.
(4) Unique Qualifications -The cooperator was awarded a Cooperative Agreement P16AC00586 allowing Dry Stone Conservancy Inc. to participate in specific tasks, and can provide the specific training experiences with certified drystone craftsmen, mentors and instructors associated with an internationally recognized preservation and training organization. Because of this, it is advantageous to both parties to enter into an agreement in order to facilitate shared interests and goals.
