National Rural Transportation Assistance Program (RTAP): The Federal Transit Administration (FTA) requests proposals from not-for-profit entities with rural transit and technical assistance expertise for a cooperative agreement to develop and implement a National Rural Transportation Assistance Program (RTAP).
