National Sea Grant College Program Special Projects 2013: The purpose of this notice is to request proposals for special projects associated with the National Sea Grant College Program (Sea Grant) strategic focus areas, and to provide the general public with information and guidelines on how Sea Grant will select proposals and administer Federal assistance under this announcement.
