New Approaches to Non-Viral Systems for Gene Transfer Applications for Heart, Lung, and Blood Diseases (R21/R33): This Funding Opportunity Announcement (FOA) issued by the National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH), invites applications from organizations/institutions that propose the development of new and efficient non-viral vectors that can overcome the limitations of viral vectors for gene therapy clinical trials in heart, lung, and blood diseases. -This FOA will use the Exploratory/Developmental Grants and Exploratory/Developmental Grants Phase II (R21/R33) grant mechanisms. Applicants will submit a single application organized into two phases, beginning with discussion of the R21 phase followed by discussion of the R33 phase. -Because the nature and scope of the proposed research will vary from application to application, it is anticipated that the size and duration of each Phased Innovation Award will also vary. Awards pursuant to this funding opportunity are contingent upon the availability of funds and the receipt of a sufficient number of meritorious applications. -Budget and period of support: -R21 phase: Direct costs are limited to a maximum of $250,000 per year. -R33 phase: Direct costs are limited to less than $500,000 per year. -The combined R21/R33 award is limited to five years in duration and neither the R21 phase nor the R33 phase can be longer than three years. -Renewal (formerly competing continuation or Type 2 ) applications are not permitted. -Eligible organizations: For-profit organizations; Non-profit organizations; Public or private institutions, such as universities, colleges, hospitals, and laboratories; Units of State government; Units of local government; eligible institutions of the Federal government; Domestic institutions; Foreign institutions; Faith-based or community-based organizations; Units of State Tribal government; and Units of Local Tribal government. -Eligible Project Directors/Principal Investigators (PD/PIs): Any individual with the skills, knowledge, and resources necessary to carry out the proposed research is invited to work with his/her institution to develop an application for support. Individuals from underrepresented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply for NIH programs. -Applicant organizations may submit more than one application, provided each application is scientifically distinct. However, an individual may submit only one application as the PD/PI for any submission date. Once funded as a PD/PI via this FOA, an individual is then ineligible to submit another application as a PD/PI for this FOA.
