Notice of Intent to Award: THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE. This is a Notice of Intent to Award a Grant Agreement between the U.S. Fish and Wildlife Service and University of Vermont Center for Rural Studies (UVM) within Region 5 of the U.S. Fish and Wildlife Service because of UVM's specific expertise and experience in the Lake Champlain Region and the Center for Rural Studies' focus on economic evaluation of public resources. This grant is for the purpose of obtaining current, accurate economic information on existing and potential fishery resources in Lake Champlain. This information is important to help government agencies and the public understand the implications associated with policy and management choices. This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2, 2.14 B(4), which allows for awards to an applicant who is uniquely qualified to perform the activity based on technical expertise. UVM provides unique capability for for the purpose of developing current, detailed, location-specific economic information associated with public use of fishery resources in Lake Champlain. UVM's ongoing working relationship with State agency partners and the U.S. Fish and Wildlife Service around Lake Champlain has facilitated access to fishing licensee databases to determine the size of the target population and appropriately define the broader project stakeholder group to facilitate mutually-understood definitions of "Direct Economic Impact," and "Lake Champlain waters," and determine the most effective survey instrument with reference to previous relevant research.
