Notice of Intent to Award - Property Protection: This is a Notice of Intent to award a Grant Agreement between the U.S. Fish and Wildlife Service (Service) and The Nature Conservancy (Conservancy) for the purpose of acquiring and protecting property within the Cedars Conservation Area in Lee County, Virginia. This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B(4), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on a number of criteria, in this case continuation of multiple prior land acquisitions by the Conservancy to expand and preserve the Cedars Conservation Area. This activity is being carried out in accordance with the Consent Decree issued by the U.S. District Court for the Western District of Virginia, Big Stone Gap Division to restore natural resources injured from a 1996 hazardous substance release. A Restoration Plan and Environmental Assessment, prepared by the Service in 2003, specifies protection and enhancement of riparian habitat within the Powell River watershed as part of the preferred alternative to restore these injured resources.
