Notice of Intent to Award - Property Protection: THERE IS NO "FULL ANNOUNCEMENT" ASSOCIATED WITH THIS OPPORTUNITY, as this is a Notice of Intent to award a Cooperative Agreement between the U.S. Fish and Wildlife Service and the New England Forestry Foundation, Inc. for the purpose of acquiring a permanent conservation easement on approximately 105 acres of riparian forest land adjacent to the Ware River in Palmer, Massachusetts. This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B(4), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on a number of criteria, in this case including location and technical expertise. This activity is being carried out in accordance with the Consent Decree issued by the U.S. District Court for the District of Massachusetts, Western Division, on January 31, 1995; and for the purpose of implementing natural resource restoration as a result of contamination from the PSC Resources Superfund site in Palmer, Massachusetts. The action is undertaken in accordance with the provisions of the "Final Restoration Plan and Environmental Assessment: PSC Resources Superfund Site, Palmer, Massachusetts" issued in October, 2008. This Restoration Plan was prepared by the U.S. Department of the Interior, U.S. Fish and Wildlife Service in cooperation with the Commonwealth of Massachusetts, Executive Office of Energy and Environmental Affairs. The Restoration Plan was made available for public review and comment from April 3 to May 5, 2008. The restoration project will work to offset natural resource injuries associated with the release of hazardous substances from the PSC Superfund Site. This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B(4), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on technical expertise. Substantial involvement on the part of the Service is anticipated for the successful completion of the objectives to be funded. In particular, the Service will be responsible for the following: final approval of the specific parcel to be protected with a conservation restriction. In accordance with 505 DM 2.9 B the Service will be substantially involved.
