Solar Energy Technology Program A major emphasis of the Department of Energy (DOE) Solar Energy Technology Program (SETP) is achieving cost-competitiveness and broad commercialization of solar photovoltaic (PV) systems in the United States. Achievement of these goals will diversify the Nations electric supply options, reduce the need for new conventional power plants, and improve the environment. To realize these goals as soon as possible, and ensure the furtherance of a viable domestic PV industry, the Department of Energy is launching the Solar America Initiative (SAI). The major goal of the SAI is to make electricity generated by PV systems cost-competitive with other electricity sources by CY2015, promoting commercialization of 5-10 GW of new grid-connected generating capacity by that year. For those purposes, the President has requested an increase in funding for the SETP in FY2007 and will realign existing research activities so that its work on PV systems is primarily focused on the goals of the SAI. The markets to be addressed through the SAI are residential, commercial, and utility PV applications. All of these are grid-tied applications. These applications have been targeted because analysis suggests that they represent the largest current and potential markets for application of PV systems. For purposes of planning the SAI, the Department has used very aggressive benchmarks for determining the levelized energy costs that SAI-funded efforts will target for 2015: Residential:8  10 ¢/kWhr* Commercial:6  8 ¢/kWhr* Utility:5  7 ¢/kWhr* * 2005 dollars The SETP will achieve the goals of the SAI by focusing primarily on two areas: (1) R D on PV component and system designs, including low-cost approaches for manufacturing them; and (2) technology acceptance activities that address marketplace barriers (e.g. net metering). The SETP will draw on a variety of sources to perform work in both of these areas. In order to facilitate rapid commercialization of new technologies, the program will expand funding opportunities for private companies from the domestic PV industry. The remainder of this NOPI describes preliminary concepts and considerations for industrys role in the first area identified above (R D on PV component and system designs). As industrys role in the program expands, so too will the roles for the National Laboratories and universities that have been primary contributors throughout the history of the SETP. The National Laboratories that compose our National Center for Photovoltaics  the National Renewable Energy Laboratory and Sandia National Laboratory  will (1) provide technical support to the DOE leadership team in formulation and oversight of industry-led activities; (2) execute independent measurement and test of cells, modules, and systems produced by industry and universities; (3) conduct in-house R D on near-term technology challenges that are broadly relevant across industry and/or complementary to the product and process development being conducted by industry Partnerships; and (4) perform R D on disruptive device designs or fabrication processes that could be adopted by industry prior to the 2015 milestone. In cooperation with universities and other research partners, the National Laboratories will also continue to conduct long-term R D on revolutionary technologies that may be adopted by industry beyond the 2015 horizon (e.g. thin film alloys and novel quantum effect cells). These efforts will be performed in collaboration with the DOE Office of Science, to promote translation of basic science results into applied research on advanced PV technologies. This Notice of Program Interest (NOPI) addresses one of the planned funding mechanisms for obtaining industry participation in the SAI: the Technology Pathway Partnerships  Phase 1 FOA. Work funded through this FOA will boost R D on component technologies, manufacturing processes for components, and integrated PV system designs that are considered to have the best chance at making PV-generated electricity cost-competitive with market alternatives by CY2015. This FOA is planned to solicit the formation of multiple industry-led Technology Pathway Partnerships that will compete to design prototype PV systems , to demonstrate novel approaches for manufacturing them, and to implement results into ongoing or new mass production operations. As a result of these activities, the commercial elements of Partnerships are expected to ultimately deliver PV systems that are less expensive, more efficient and highly reliable. This NOPI is to solicit responses from the public prior to issuing the Phase 1 FOA in CY 2006, for funding awards in CY 2007. This NOPI is not a FOA; therefore DOE is not accepting applications. DOE will review all responses and consider them in their formulation of program strategies, as well as the content of the Phase 1 FOA. DOE will not pay for information provided and there is no guarantee that there will be a FY2007 FOA as result of this NOPI. In the Guidelines and Topics in the NOPI, the SETP has outlined strategies, objectives, and assumptions that have been formulated through internal planning to date It is expected that these will be augmented and revised with the benefit of feedback from this NOPI. The SETP will also be convening a Technical Exchange Meeting to facilitate external contributions to planning for the SAI. This Technical Exchange Meeting will occur in Chicago, Illinois in mid-April, 2006, and will be open to participation to all external organizations on a space-limited basis. All documents should be uploaded to the DOE Industry Interactive Procurement System (IIPS) system by no later than 11:59 PM EST on June 3, 2006. Responses will be accepted at the IIPS website at: [http://e-center.doe.gov/]. Responses submitted prior to the Technical Exchange Meeting will be used to shape the DOE position and discussion topics in advance of that Meeting. Responses submitted earlier in the comment period will be of greater use to DOE internal program formulation activities. All documents should be delivered electronically to the IIPS system using Microsoft Word (.DOC) format. DOE recommends that responses to this NOPI be under 30 pages in length, no greater than 5MB in file size, with 1 inch margins, single spaced, and a minimum 11 pt. font. For those unfamiliar with the IIPS system, Attachment 1 to this NOPI provides step-by-step instructions for: (A) registration in the IIPS system (a requirement to use the system); (B) submission of responses to the NOPI; and (C) asking questions related to the NOPI. Any information obtained as a result of this NOPI is intended to be used by the Government on a non-attribution basis for program planning and procurement strategy development. Providing data/information that is limited or restricted for use by the Government would be of very little value and such restricted/limited data/information is not solicited nor will it be considered.
