OJJDP FY 19 Enhancements for Juvenile Indigent Defense Systems: This program will support states and localities in developing and implementing strategies to ensure that youth involved with the juvenile justice system have fair and equal access to quality legal representation; ensure that offenders involved with the juvenile justice system have resources that address the collateral consequences of justice system involvement; and/or provide training for the juvenile indigent defense bar, including public defenders and court-appointed counsel working on behalf of juvenile indigent defendants. Funding will enhance juvenile defense in one or more of the following areas: training of staff, data collection and analysis, and/or a specific need(s) that has been identified by the state or locality related to providing juvenile defense services to youth offenders.

Category 1: State and Local Juvenile Defense System Enhancements (OJJDP-2019-16209). Eligible applicants are limited to states (including territories) and units of local government. Category 2: Juvenile Defense Training and Technical Assistance (OJJDP-2019-16210). Eligible applicants are limited to nonprofit and for-profit organizations (including tribal nonprofit and for-profit organizations) and institutions of higher education (including tribal institutions of higher education). For-profit organizations (as well as other recipients) must forgo any profit or management fee.
