OVC FY 2018 American Indian/Alaska Native Training and Technical Assistance Program: The OVC American Indian/Alaska Native Training and Technical Assistance (AI/AN TTA) Program supports OVC's Tribal grantees. The purpose of this program is to support tribal communities and enhance all OVC tribal awardees capacity to coordinate the provision of a comprehensive array of culturally appropriate services to victims of crime, their families, and the community. In FY 2018, this program will be focused on both training and technical assistance to provide a more individual, comprehensive, and targeted approach to assisting AI/AN grantees funded through OVC's tribal programs. Technical Assistance: Some examples of Technical Assistance include: initial assessments of the OVC tribal grantees technical assistance needs; development of strategies and tools to assist grantees to adopt promising practices and successful partnerships; providing support in the development of needs assessments, strategic plans, and logic models; designing and maintaining a data collection system to meet reporting requirements in a timely and accurate manner; identifying and maintaining culturally appropriate model protocols, tribal codes, and victims' rights codes; and developing assessment tools to measure the quality and effectiveness of delivered victim services. Training: The Technical Assistance Provider will develop and deliver culturally appropriate training based on the tribe's individual needs, as well as assist OVC in providing training and resources that are targeted for all OVC tribal grantees. Additional tasks include, but are not limited to, identifying and developing innovative training materials and strategies that can be adapted for OVC tribal grantees; conducting advisory board and planning meetings to further program development; identifying and maintaining a cadre of experts who can conduct training to OVC tribal grantees on services to crime victims, their families, and the community; and coordinating with OVC to identify relevant federally-funded training resources and incorporate these resources into training efforts.

Eligible applicants are limited to nonprofit organizations (including tribal non-profit, faith- and community-based organizations), institutions of higher education (including tribal institutions of higher education), public agencies, and consortiums with demonstrated organization and community-based experience working with American Indian and/or Alaska Native communities. All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee. OVC may elect to fund applications submitted under this FY 2018 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations.
