OVC FY 2018 Improving Outcomes for Child and Youth Victims of Human Trafficking: Under Category 1 of this solicitation, OVC seeks applications from state or tribal jurisdictions to identify the state or tribes greatest barriers to identifying and assisting child and youth victims of sex and labor trafficking and/or to investigating and prosecuting these cases, and to develop a statewide or tribal jurisdictionwide strategy to address these challenges. The applicant funded under Category 2 will provide training and technical assistance and resources to support OVC and all OVC grantees funded under the Improving Outcomes for Child and Youth Victims of Human Trafficking program (Both those newly funded in FY 2018 under Category 1 and the six previously funded grantees). OVC expects to make up to three awards under Category 1 of up to $1.5 million with an estimated total amount awarded of up to $4.5 million. Under Category 2, OVC expects to make one award for up to $600,000.

- For eligibility under Category 1 (Statewide or Tribal Jurisdictionwide Response): Eligible applicants are states (including U.S. territories and the District of Columbia) and federally recognized Indian tribal governments (as determined by the Secretary of the Interior). Grantees awarded funding in FY 2016 or 2017 under the Improving Outcomes for Child and Youth Victims of Human Trafficking solicitation are not eligible to apply for funding under this solicitation, unless the new proposal outlines new services, cost items, or a distinct geographic scope not included in the FY 2016 or 2017 application. Eligible subrecipients are states, units of local government, federally recognized Indian tribal governments (as determined by the Secretary of the Interior), and nonprofit (defined as an organization that is described in section 501(c)(3) of Title 26 and is exempt from taxation under 501 (a) of such title), nongovernmental organizations (including tribal nonprofits). For eligibility under Category 2 (Children and Youth Technical Assistance Program): Eligible applicants are nonprofit, nongovernmental organizations (including tribal nonprofit organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). All recipients and subrecipients for either category must forgo any profit or management fee. Additionally, nonprofit organizations that hold money in offshore accounts for the purpose of avoiding paying the tax described in 26 U.S.C. § 511(a) are not eligible subrecipients. All recipients and subrecipients for either category must forgo any profit or management fee. OVC may elect to make awards for applications submitted under this FY 2018 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations. OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees).1 The applicant must be the entity with primary responsibility for administering the funding and managing the entire project. Only one application per lead applicant will be considered; however, subrecipients may be part of multiple proposals.
