OVC FY 2019 Building State Technology Capacity and Elder Abuse Hotlines: This program seeks ambitious yet viable proposals from Victims of Crime Act (VOCA) Formula State Administrating Agencies (SAA) to implement visionary statewide technology programs to enhance victims' access to services, foster innovation and efficiency in the provision of services, improve the quality of services, and improve the accessibility and responsiveness of victim service organizations. The SAA may select one or more of the following focus areas for their application but are not limited to the choices below: -Develop and/or implement technology to enhance outreach to victims of crime. -Use technology to effectively communicate about, report on, and monitor VOCA program activities. -Enhance the collection of performance measures related to elder abuse and other types of victimization. -Enhance the social media presence of SA's and other victim service providers. -Enhance victim compensation technology to increase efficiency and reduce claim-processing time. -Develop and/or implement technology to improve state and subgrantee reporting. -Develop or enhance the statewide grants management system(s) used for the VOCA formula programs. -Enhance technology systems to improve the security, confidentiality, and efficiency of such systems with regard to victims' data stored within them.

Additional Information on Eligibility
Eligible applicants are limited to state administering agencies (SAAs) that administer Victims of Crime Act (VOCA) Victim Assistance or Compensation Program Formula Grants, authorized by 34 U.S.C. §§ 20102 and 20103(a) and (b). Other organizations are also eligible to apply for funding when such an application is in partnership with the SAA for the applicant’s state. All recipients and subrecipients (including any for-profit organizations) must forgo any profit or management fee. OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees). (Note: For additional information on subawards, see "Budget and Associated Documentation" under Section D. Application and Submission Information.) The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire project. OVC may elect to fund applications submitted under this FY 2019 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations.
