Purpose of Program: The Native American Career and Technical Education Program (NACTEP) provides grants to improve career and technical education programs that are consistent with the purposes of the Carl D. Perkins Career and Technical Education Act of 2006 (the Act) and that benefit Native Americans and Alaska Natives.Catalog of Federal Domestic Assistance (CFDA) Number: 84.101A.If you choose to submit your application electronically, you must use the Governmentwide Grants.gov Apply site at www.Grants.gov. Through this site, you will be able to download a copy of the application package, complete it offline, and then upload and submit your application. You must search for the downloadable application package for this competition by the CFDA number. Do not include the CFDA number's alpha suffix in your search (e.g., search for 84.101, not 84.101A). On February 26, 2013, the Office of Vocational and Adult Education in the U.S. Department of Education published in the Federal Register (78 FR 13030) a notice inviting applications for new awards for fiscal year (FY) 2013 for NACTEP. This notice corrects inconsistent deadlines given for transmittal of the applications. The correct deadline is March 28, 2013. In the Federal Register of February 26, 2013 (78 FR 13030), on page 13036, in the second column, in section 3, Submission Dates and Times, we correct the Deadline for Transmittal of Applications date caption to read: ``Deadline for Transmittal of Applications: March 28, 2013.'' The deadline date for transmittal of applications is correctly stated as March 28, 2013 on page 13031 of the notice. However, on page 13036, the deadline date for transmittal of applications is incorrectly stated as April 12, 2013, rather than the correct date March 28, 2013. We are correcting that error.

Additional Information on Eligibility
1. Eligible Applicants: (a) The following entities are eligible for an award under NACTEP: (1) A federally recognized Indian tribe. (2) A tribal organization. (3) An Alaska Native entity. (4) A Bureau-funded school, except for a Bureau-funded school proposing to use its award to support secondary school career and technical education programs. (b) Any tribe, tribal organization, Alaska Native entity, or eligible Bureau-funded school may apply individually or as part of a consortium with one or more eligible tribes, tribal organizations, Alaska Native entities, or eligible Bureau-funded schools. (Eligible applicants seeking to apply for funds as a consortium must meet the requirements in 34 CFR 75.127-75.129, which apply to group applications.) 2. Demonstration of Eligibility: The following requirements are from the notice of final requirements, definitions, and selection criteria for this program, published elsewhere in this issue of the Federal Register. (a) An eligible applicant (as determined by the Act) must include documentation in its application showing that it and, if appropriate, its consortium members are eligible to apply. (b) As defined in the Indian Self-Determination and Education Assistance Act (ISDEA) (25 U.S.C. 450b(l)), the term ``tribal organization'' means the recognized governing body of any Indian tribe; any legally established organization of Indians which is controlled, sanctioned, or chartered by such governing body or which is democratically elected by the adult members of the Indian community to be served by such organization and which includes the maximum participation of Indians in all phases of its activities: Provided, that in any case where a contract is let or grant made to an organization to perform services benefiting more than one Indian tribe, the approval of each such Indian tribe shall be a prerequisite to the letting or making of such contract or grant. In accordance with this statutory definition, any tribal organization proposing to provide NACTEP services for the benefit of more than one Indian tribe must first obtain the approval of each Indian tribe it proposes to serve and must submit documentation of such approval with its NACTEP application and that documentation of tribal approval is a prerequisite to the awarding of a NACTEP grant to any tribal organization proposing to serve more than one Indian tribe.
