Opportunity DE-FOA-0000228: The purpose of modification 003 is to: A) Update Section III.A. Eligible Applicants, to include all domestic entities, with the exception of Nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995. B) Update Section III.C. Other Eligibility Requirements, to update the authorization language from the Federal agency sponsoring the Non-DOE FFRDC contractor (if any). All other parts of the Funding Opportunity Announcement (FOA) remain unchanged. The areas which have changed with this modification are highlighted within the FOA. In modification 002, the FOA was revised to update the eligible applicants to include all Federally Funded Research and Development Center Contractors (including Non-DOE FFRDC contractors). In modification 001, the FOA was revised to: A) Reflect the correct due date for applications of 06/15/2010 in Section IV.E. 2 of the Funding Opportunity Announcement (FOA) B) Update Webinar instructions and the Webinar link in Appendix J of the FOA. C) Revise the language in Section IV.C.3.b and Appendix I of the FOA, regarding the total page length for the Statement of Project Objectives, which now reads: Section IV.C.3.b SOPO will not count towards the Project Narrative page limit but should be no more than 5 - 7 pages long. Appendix I The SOPO should be written for public disclosure, and, generally, the total length should not exceed 5 - 7 pages. All other parts of the Funding Opportunity Announcement (FOA) remain unchanged. The areas which have changed are highlighted within the FOA. This Announcement is for a National Administrator, which is the central coordinating body which will serve the following functions: 1. Manage the collaboration of the Regional Resource and Training Providers (RTPs), coordinate their joint activities, and, where applicable, assist them in the completion of their project goals; 2. Work with a broad set of stakeholders, define and prioritize issues related to solar training and workforce development (some defined in section below on Issue Areas). Develop and carry out a strategy such as convening, facilitating and coordinating working groups which include the RTPs and other stakeholders to address these issues; 3. Serve as the national point of contact for the solar instructor training network, disseminating the working groups products, and conducting other communication and outreach efforts such as providing recommendations to stakeholders for the acceptance and adoption of best practices. The Recipient will be responsible for validating the findings of the working groups and integrating validated products and deliverables into the solar instructor training network and into the larger educational, training and workforce development infrastructure. NOTE: A Webinar will be held on May 12, 2010, from 11:00 am to 12:00 am (Mountain Time). The purpose of the webinar is to provide clarification and answer questions about the National Administrator of the Solar Instructor Training Network FOA. See Appendix J of this FOA for full information.
