- Grant Description
- The Office of Advocacy and Outreach (OAO) requests applications for the Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers Competitive Grants Program (OASDFR). This announcement seeks applications from partnerships of eligible organizations able to provide outreach and technical assistance services within a defined geographic area in a linguistically and culturally appropriate manner. The intent of this portion of the OASDFR program is to focus specifically on connecting socially disadvantaged producers to USDA agricultural programs delivered at the USDA Service Centerlevel, starting with outreach to identify the barriers to equitable participation. A first round of funding for FY 2010 OASDRF projects has been recently announced. OAO anticipates that approximately $4.7 million will be available through this RFA. ****NOTICE*****TO OASDFR APPLICANTS*****NOTICE**** PLEASE NOTE! We were UNABLE to add the Attachments form you found in the Full Application to the Application Package. AS A RESULT: all required Attachments (1-8) should be loaded through the ADD ATTACHMENTS button found BELOW Item 15. on the SF 424 standard form (the instructions in the Application Instructions packet which stated not to upload attachments at this point are incorrect). Any additional attachments (Letters of Commitment and Support) should also be uploaded there. If you have not already done so, you may want to email us at OASDFR@osec.usda.gov and request the Applicant Support Package, which will provide templates in fillable PDF, Word or Excel format. Any document you complete must be converted to a PDF file before it is uploaded with the application through the Add Attachments button described above. ONLY the Program of Work template is required. The Budget Detail and Narrative are suggested; you may complete one for each element, or use one for the entire grant. NOTE: the Budget Detail and Narrative Excel file had a few problems with spacing; if you have already received it from us, you may want to request a corrected copy. On the original form a Training Conference was noted; that was an error. Applicants should budget for a full day Program Director meeting in Washington, DC, for one or two people. Remember, you (and any partner organizations) may only charge indirect costs to the grant IF you have a current, approved Negotiated Indirect Cost Rate Agreement (NICRA). ALSO, please include Zip Codes in the chart created for Field 14. Areas Affected by the Project. We apologize for these minor glitches; please contact us through email with your questions; provide a telephone number so that we may contact you. Thank you, OASDFR staff
